Assam Offers 60% Extra PLI Incentive to Boost Electronics Industry

Assam has announced a major boost for electronics manufacturing by offering a 60% top-up on incentives provided under the central government’s Production Linked Incentive (PLI) scheme. Chief Minister Himanta Biswa Sarma revealed this plan during the Assam Electronics Roundtable 2025 in New Delhi, jointly hosted with MeitY and Invest India.

The state aims to position itself as a strong alternative to traditional electronics hubs like Karnataka and Tamil Nadu. “For every Rs 100 given by the Centre, Assam will add Rs 60,” said Sarma, highlighting the state’s commitment to attracting top manufacturers. This effort is part of the “Advantage Assam 2.0” initiative, backed by a Rs 25,000 crore fund to support subsidies and infrastructure upgrades.

Apart from financial support, the state will provide free land, GST exemptions, power subsidies, and ready-to-use infrastructure powered by green energy. A key highlight of Assam’s strategy is the Ratan Tata Electronics Manufacturing City, coming up near Tata’s OSAT (Outsourced Semiconductor Assembly and Testing) plant in Jagiroad, close to Guwahati. Supported by an Asian Development Bank (ADB) loan, the area will include both industrial and social infrastructure. Sarma stated that Tata’s Assam project is progressing faster than its similar venture in Gujarat and is expected to start production by the end of this year or early next.

To meet talent demands, the state is strengthening technical education through IIT Guwahati, IIIT Guwahati, and a network of engineering colleges. A new Assam Skill University, developed with Rs 1,000 crore in ADB funding, will start classes within three months, focusing on electronics and semiconductor skills.

Assam is also engaging globally. Sarma highlighted a recent visit by a 52-member Japanese business delegation, and said Japanese firms are likely to invest in services around the OSAT facility, adding further momentum to the state’s growth in electronics manufacturing.
