Tata Electronics and Gati Shakti Vishwavidyalaya Sign MoU to Build Semiconductor Talent Pipeline at SEMICON India 2026
Tata Electronics and Gati Shakti Vishwavidyalaya signed a Memorandum of Understanding at SEMICON India 2026 to collaborate on skilling and talent development for the semiconductor industry a partnership that directly addresses what has emerged as one of the most pressing constraints on India’s semiconductor ambition: the availability of engineers with the specialised, facility-specific expertise that semiconductor fabs demand.
The collaboration will bring together Tata Electronics and its partners L&T EduTech and Jacobs Solutions to provide subject matter expertise to Gati Shakti Vishwavidyalaya across areas including Semiconductor Facility Engineering and Infrastructure Systems, Project Management, and Logistics and Supply Chain. The areas of collaboration span academic curriculum development, joint certification programmes, and industry-oriented skilling initiatives designed specifically to equip students with the knowledge and practical skills required for careers supporting fab construction and operations, not just semiconductor engineering in the abstract.
Dr. Randhir Thakur, CEO and MD of Tata Electronics, framed the partnership in operational terms. Semiconductor fabs, he noted, are among the most sophisticated industrial facilities in the world, requiring niche expertise across engineering, construction, infrastructure systems, project execution, manufacturing, and supply chain management. As India builds a semiconductor ecosystem of global standards, developing a strong pipeline of skilled domestic talent is not a secondary concern but a foundational one. The partnership with Gati Shakti Vishwavidyalaya, he said, reflects a shared commitment to building capabilities that align with the unique requirements of semiconductor fabs and their supporting infrastructure.
Prof. Manoj Choudhary, Vice Chancellor of Gati Shakti Vishwavidyalaya, noted that the university was established with the vision of creating a world-class talent pool for transportation and logistics sectors, but that as industries evolve and infrastructure-led growth gains momentum, the need for multidisciplinary capabilities extending beyond traditional sector boundaries has grown significantly. The partnership with Tata Electronics enables GSV to expand its academic and research offerings into emerging infrastructure and semiconductor-related domains, providing students with greater exposure to industry requirements and pathways into one of the most strategically important sectors for India’s future.
The timing of the partnership carries additional context. Tata Electronics is establishing India’s first commercial semiconductor fab in Dholera, Gujarat, with an investment of $11 billion, targeting customers across automotive, mobile, IoT, artificial intelligence, aerospace, and defence sectors. The Dholera fab will require not just chip engineers but a broad base of talent in facility engineering, construction management, cleanroom infrastructure, and supply chain operations precisely the domains this partnership is designed to develop. Gati Shakti Vishwavidyalaya, established by Act of Parliament with a unique mandate to create professionals for the transportation sector across technology, management, and policy, brings an interdisciplinary academic infrastructure and faculty base that can be directed toward this emerging requirement.
The partnership underscores a broader recognition taking shape across India’s semiconductor ecosystem: that building fabs is one challenge, and building the workforce to construct, operate, and sustain them is an entirely separate one and that the second cannot be treated as a downstream consequence of the first.
