India Has All It Takes to Lead the Full-Stack AI Revolution: Altman

India is well placed to emerge as a global leader in full-stack artificial intelligence, according to Sam Altman, who believes the country combines strong technology talent, clear national direction and wide public optimism about AI. He said India’s scale and democratic framework give it a unique advantage in shaping how artificial intelligence is built, deployed and governed in the years ahead.
Altman shared these views in an article published in The Times of India, ahead of his visit to India for the Global AI Impact Summit. In his piece, he described India as the world’s largest democracy and highlighted how homegrown innovation is being supported by a policy push to take AI to every sector of the economy. He pointed to the IndiaAI Mission, which aims to expand computing capacity, support startups and promote multilingual AI applications in healthcare, agriculture and public services.
Highlighting India’s fast-growing adoption of AI tools, Altman noted that the country has around 100 million weekly active users, making it the second-largest AI user base globally. India also has the highest number of students using ChatGPT worldwide and ranks among the top users of Prism, OpenAI’s free research and collaboration platform. These trends, he said, show how deeply AI is already embedded in learning and innovation across the country.
Altman stressed that for AI to truly benefit society, three elements must work together: access, adoption and agency. While access opens the door, adoption puts AI to work in daily life, and agency gives people the confidence to use it meaningfully. Uneven progress, he warned, could lead to uneven economic gains.
Reaffirming its commitment, OpenAI plans to deepen its engagement in India through partnerships, AI literacy initiatives and infrastructure support, positioning India as both a beneficiary and a shaper of the global AI future.
