C-DOT Joins Andhra Pradesh to Build Quantum Innovation Hub in Amaravati

The Centre for Development of Telematics (C-DOT) has signed a Memorandum of Understanding (MoU) with the Andhra Pradesh Government to take part in the Amaravati Quantum Valley (AQV) initiative. C-DOT, the telecom research and development arm of the Department of Telecommunications, has been leading India’s efforts in developing advanced and indigenous communication technologies. In recent years, it has made strong progress in quantum security solutions, which are already being used by leading academic institutions, government research centres, and live communication networks.
The Andhra Pradesh Government’s Amaravati Quantum Valley project is a major step toward building India’s quantum technology ecosystem. Located in Amaravati, the project aims to bring together hardware manufacturing, software development, talent training, and high-end research under one integrated platform. AQV is expected to play a key role in strengthening the country’s capabilities in emerging quantum technologies.
As part of this new collaboration, C-DOT plans to establish a Centre of Excellence (CoE) in Quantum Communication and Security Solutions at AQV. This centre will also work on Privacy Enhancement Technologies (PETs) and related fields. The CoE will focus on developing and testing quantum communication technologies, supporting India’s National Quantum Mission, and ensuring alignment with MeitY’s Digital Personal Data Protection (DPDP) framework.
C-DOT will also work on building cost-effective components for quantum communication systems and creating an integrated testbed for quantum security. This initiative is expected to boost innovation, support upcoming startups and researchers, and strengthen India’s digital privacy and data protection landscape.
The MoU was exchanged during the 30th CII Partnership Summit held in Visakhapatnam. It was signed by C-DOT Executive Vice President Dr. Pankaj Kumar Dalela in the presence of Andhra Pradesh IT Minister Nara Lokesh and ITE&C Secretary Bhaskar Katamneni.
