EMC 2.0 Scheme to Generate 1.8 Lakh Jobs, Jitin Prasada Tells Lok Sabha

The Minister of State for Electronics and Information Technology, Jitin Prasada, informed the Lok Sabha on Wednesday that the Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme is expected to generate around 1.8 lakh jobs across India, as part of the government’s efforts to strengthen the domestic electronics manufacturing ecosystem under the Make in India and Atmanirbhar Bharat initiatives.

Sharing details in Parliament, the minister said the EMC 2.0 Scheme, notified in April 2020, aims to develop world-class electronics manufacturing infrastructure by setting up dedicated clusters with modern common facilities. These include ready industrial plots, Ready Built Factory (RBF) sheds, and plug-and-play facilities that help reduce entry barriers for manufacturers, improve supply-chain efficiency, and enable faster project implementation.

According to the information provided, the government has approved 11 Electronics Manufacturing Cluster projects and two Common Facility Centre projects under the scheme so far. These projects together span about 4,399.68 acres and involve a total project cost of ₹5,226.49 crore, including central financial assistance of ₹2,492.74 crore. The approved clusters are spread across 10 states and are expected to attract investments of over ₹1.46 lakh crore, while creating nearly 1.80 lakh direct and indirect employment opportunities.

The minister also noted that to accelerate manufacturing activity, at least 10 per cent of the saleable or leasable area in each cluster has been reserved for Ready Built Factory sheds. Construction of these facilities is currently at different stages across the approved EMC 2.0 parks. He added that investment commitments worth around ₹1.13 lakh crore have already been received from 123 manufacturing units that have been allotted land within these clusters. Of these, nine units have commenced production, grounding investments of over ₹12,500 crore and generating around 13,700 jobs.

An independent impact assessment conducted by the National Institute for Micro, Small and Medium Enterprises has highlighted the positive outcomes of the EMC 2.0 Scheme. The assessment points to faster infrastructure development, improved logistics and supply-chain responsiveness, availability of plug-and-play facilities, enhanced skill development, and significant employment generation within the electronics manufacturing ecosystem, the minister told the House.
