MeitY Seeks Public Feedback on Draft Digital Personal Data Protection Rules, 2025

The Ministry of Electronics and Information Technology (MeitY) has released the Draft Digital Personal Data Protection Rules, 2025, for public consultation. These rules, designed to complement the Digital Personal Data Protection Act (DPDP Act) 2023, provide a detailed and actionable framework to enhance the protection of personal data in the digital realm. Stakeholders, including the general public, are invited to submit their feedback by 18th February 2025.

The draft rules are crafted in line with the SARAL framework, using clear, simple language and providing contextual definitions and examples to improve accessibility. Key aspects of the draft rules include obligations for data fiduciaries, registration requirements for consent managers, procedures for personal data breach notifications, and the establishment of the Data Protection Board. Additionally, the rules outline provisions for safeguarding the personal data of children and individuals with disabilities, as well as mechanisms for appealing to the Appellate Tribunal.

To ensure transparency and public engagement, MeitY has made the draft rules and an explanatory note available on their official website. Feedback can be submitted via the MyGov portal. This initiative aims to strengthen India’s data protection ecosystem while balancing individual privacy rights with the need for lawful data processing.
