BEL and Safran Partner to Boost India’s Defense Manufacturing with HAMMER Smart Weapon

Bharat Electronics Limited (BEL), a leading defense PSU, has signed an agreement with Safran Electronics & Defense, France, to establish a joint venture for the production, customization, and maintenance of HAMMER (Highly Agile Modular Munition Extended Range) precision-guided air-to-ground weapons in India.

The Memorandum of Understanding (MoU) was signed by senior executives from both companies, marking a major step toward strengthening India’s defense manufacturing capabilities. The collaboration aims to localize HAMMER production, support the Atmanirbhar Bharat initiative, and reduce reliance on imports.

BEL Chairman & MD, Manoj Jain, stated that this joint venture will not only boost indigenous production but also create opportunities for Indian SMEs, enabling the country to become a global hub for smart ammunition. Safran CEO Franck Saudo emphasized that the partnership aligns with the Make in India vision, enhancing India’s sovereign defense capabilities while expanding Safran’s industrial footprint in the country.

Additionally, the companies will establish a Center of Excellence, focusing on manufacturing, engineering, and maintenance of advanced defense equipment. The phased production transfer will see BEL taking charge of assembly, testing, and quality assurance.

HAMMER, a combat-proven precision-guided weapon system, is compatible with aircraft like the Rafale and LCA Tejas, offering enhanced operational flexibility. This collaboration reinforces India’s strategic push for self-reliance in defense and advanced weapon systems.
